Short Answer: Is University in Austria Free?
Studying at a university in Austria is almost free for EU citizens; Turkish students, however, pay €726.72 tuition per semester at public universities plus the €26.20 ÖH (students' union) contribution, a total of €752.92 in the 2026/27 winter semester (University of Vienna). At roughly €1,500 a year, that is one of the lowest rates in Western Europe. The real threshold is not money but two conditions: the vast majority of bachelor's programmes are in German (C1 level is required), and under the "besondere Universitätsreife" rule a Turkish high school diploma is not enough on its own; you must have been placed through the YKS in a programme in the same field.
Updated: October 2026. This guide covers every topic that matters to Turkish families for 2027 entry, with official sources: fees, the German requirement and the Vorstudienlehrgang, the YKS rule, the University of Vienna and TU Wien calendars, English-taught options, living costs, the 2026 financial figures for the residence permit, the FH versus university difference and a 12-month plan. To plan the process together, our Austria study abroad consultancy page offers a free initial consultation.
Key Takeaways
- At public universities a non-EU student pays €726.72 per semester plus the €26.20 ÖH contribution; about €1,506 a year.
- Most bachelor's programmes are in German; C1 is required for admission, and students without it take the Ergänzungsprüfung Deutsch at the Vorstudienlehrgang (VWU), which costs €612 per semester.
- A Turkish high school diploma is recognised with a YKS placement score of at least 180 and proof of placement in a programme in the same field (the ÖSYM result document); the Lise Diploması alone is not enough.
- At the University of Vienna, the non-EU application window for the 2026/27 winter semester was June 22–August 3; for the 2027 summer semester it is November 16–January 7. At TU Wien the winter semester window is January 16–July 15.
- For the residence permit (Aufenthaltsbewilligung Student) in 2026, students under 24 prove €722.58 per month and students 24 and over €1,308.39 per month, for 12 months; the application fee is €218.
Austrian University Fees: The €726.72 Rule and Its Exceptions
Austria's public universities (University of Vienna, TU Wien, Uni Graz, TU Graz, JKU Linz, Uni Innsbruck, WU Wien, BOKU, etc.) apply a single statutory tariff:
| Student group | Tuition / semester | ÖH contribution / semester | Total / year |
|---|---|---|---|
| EU/EEA citizens (within standard duration) | €0 | €26.20 | €52.40 |
| EU/EEA (standard duration + 2 semesters exceeded) | €363.36 | €26.20 | €779.12 |
| Non-EU countries, including Türkiye | €726.72 | €26.20 | €1,505.84 |
Source: University of Vienna, tuition and ÖH fee. There are exceptions: certain residence permit types (§ 64 NAG), nationals of some developing countries and the universities' own exemption lists; Türkiye is generally not on the exemption list. At Fachhochschulen (FH) the rate is set per institution; most FHs charge €363.36 to all students, while some (for example FH Joanneum, from 2026/27) charge non-EU students €726.72.
That is why "free education" is misleading for a Turkish student: there is a fee, but it is low. €1,506 a year comes to around €6,000 over a four-year bachelor's, less than a single semester in the US.
The German Requirement: B2 or C1? Ergänzungsprüfung and Vorstudienlehrgang
The great majority of bachelor's programmes are in German. Rules differ slightly by university, but the general framework is:
- For the application, a certificate at A2 (TU Wien) or B2 level at minimum; for admission (Zulassung), C1 (TU Wien, international school-leaving certificate). ÖSD, Goethe, telc and TestDaF (TDN 4) certificates are accepted.
- Without a C1 certificate the university grants "conditional admission" and refers the student to the Vorstudienlehrgang (VWU in Vienna, VGUH in Graz, VLUL in Leoben) for the Ergänzungsprüfung Deutsch. The student enrols with "außerordentlich" (non-degree) status, completes the German course, passes the exam and moves to regular enrolment.
- The VWU course fee for the 2026/27 winter semester is €612; the placement test is held in early July (OeAD Vorstudienlehrgang). At TU Wien the registration deadline for the VWU is August 13 for the winter semester and January 19 for the summer semester.
- For students who took German as a school subject, the ministry's Türkiye recommendation says this can count as proof of German knowledge; obtaining a C1 certificate is still the safest route.
The timing is critical: reaching C1 from scratch takes 18–24 months with 8–10 hours of regular study per week. A student at B1 in grade 11 applies with B2 at the end of grade 12 and spends the first year at the VWU; this is the most common scenario for Turkish students in Austria.
Besondere Universitätsreife: The Turkish Diploma and the YKS Rule
Austrian law looks for two separate qualifications: allgemeine Universitätsreife (general university entrance qualification) and besondere Universitätsreife (specific eligibility for the chosen programme). The second rests on section 64 of the Universities Act (UG) and says: the holder of a foreign diploma must have earned the right to study the same programme in their home country.
For Türkiye this rule takes concrete form in the Ministry of Science's admission recommendation for Türkiye (October 2025):
- The Lise Diploması alone does not grant university access; it is recognised only together with a successfully passed YKS.
- The ÖSYM result document (formerly the "code card") must show a placement score of at least 180, together with the university, faculty and programme you were placed in.
- Subject binding (Fachbindung) is determined by the programme you were placed in: a student who wants to study medicine in Austria is expected to have been placed in medicine or an equivalent programme in Türkiye. For engineering you need placement in an engineering programme with the SAY score type; for law, placement in a law programme with the EA score.
- The YKS result is accepted for five years; if you did not enrol in the programme you were placed in, it loses validity in Türkiye as well and can cause problems in Austria, so enrolling and then freezing registration is a common solution.
- Exceptions: graduates of the St. Georg Austrian High School in Istanbul are treated as holding an Austrian diploma and no YKS is required. From 2020/21, Anadolu İmam Hatip high school diplomas are also accepted together with the YKS.
- The recommendation is not binding; the final decision rests with the university's rectorate. That is why documents should be shown to the target university's admissions office months before applying.
In practice: a grade 12 student aiming for Austria should treat the YKS as the main document, not a backup. Putting a Turkish programme in the same field as the Austrian target, with a high chance of placement, on the preference list is the step that secures admission.
Application Calendar: University of Vienna and TU Wien Deadlines
Austria has two semesters: winter (starting October) and summer (starting March). For non-EU applicants the windows close earlier than for EU citizens.
| University | Semester | Non-EU application window | Admission (Zulassung) window |
|---|---|---|---|
| University of Vienna (bachelor's without entrance exam) | Winter 2026/27 | June 22–August 3, 2026 | July 13–October 31, 2026 |
| University of Vienna | Summer 2027 | November 16, 2026–January 7, 2027 | January 11–March 31, 2027 |
| University of Vienna (with entrance exam: psychology, business, biology, etc.) | Winter only | March 2–May 4, 2026 (regardless of nationality) | July 13–October 31, 2026 |
| TU Wien | Winter | January 16–July 15 | July 6–October 31, 2026 |
| TU Wien | Summer | July 16–January 15 | January 7–March 31, 2027 |
Sources: University of Vienna deadlines, TU Wien. TU Wien reports that processing takes 10–12 weeks on average; adding the residence permit process, documents for the winter semester need to be ready in March–April. Medicine (MedUni Vienna, Graz, Innsbruck) runs on a separate system: MedAT registration in March, exam in July; the non-EU quota is limited to 5 percent.
English-Taught Programmes: Few at Bachelor's Level, Many at Master's
English-taught bachelor's options at Austrian public universities are limited: JKU Linz's Artificial Intelligence bachelor's is the best-known example; beyond that, English-taught programmes are mostly at master's level (TU Wien, TU Graz, University of Vienna, WU). Private universities (Webster Vienna, Modul University, Lauder Business School, Central European University) and some FHs (FH Wien der WKW, MCI Innsbruck, FH Kufstein) offer English-taught bachelor's degrees, but their fees range from €8,000 to €25,000 a year. For the current list, use OeAD's Study in Austria programme search.
For an English-taught programme, IELTS around 6.5 is the typical threshold; our IELTS prep page is a good place to start. The realistic picture: if you choose Austria for a low-fee public university, German is unavoidable; if you want to study in English, the budget rises to private school levels.
FH or University?
The difference between a Fachhochschule (university of applied sciences) and a university is often unclear to Turkish families:
| Topic | University | FH |
|---|---|---|
| Admission | Generally automatic once the legal qualification (diploma + YKS rule) is met; entrance exam in some programmes | Selection in every programme: online test, interview, quota |
| Application calendar | Early summer–September | Mostly January–May, closes early |
| Fee (non-EU) | €726.72/semester | Mostly €363.36/semester, €726.72 at some |
| Teaching | Theoretical, flexible course choice, large classes | Fixed curriculum, mandatory internship, small classes |
| English-taught bachelor's | Rare | More (especially business, tourism, IT) |
FHs usually accept B2 German, and the mandatory internship speeds up the transition to the job market; an academic career or medicine, law and the basic sciences require a university.
Cost of Living: Vienna, Graz, Linz, Innsbruck
According to the universities' official estimates, a student's monthly budget in Vienna: housing €400–450 (dormitory/shared flat), food about €250, public transport €25–30 a month with the student ticket, books and personal expenses around €300 (University of Vienna, Living in Vienna). A total of €950–1,300 per month is a realistic range; housing is somewhat cheaper in Graz, Linz and Innsbruck. Student health insurance (ÖGK self-insurance) is €78.84 per month in 2026 (oesterreich.gv.at). Students may work up to 20 hours a week on the residence permit; the employer obtains a work permit from the AMS.
The Residence Permit (Aufenthaltsbewilligung Student): 2026 Financial Figures and Process
Every Turkish student staying longer than six months obtains a residence permit, not a visa. The application is made at the Embassy in Ankara or the Consulate General in Istanbul; the decision is taken by the competent authority in Austria (MA 35 in Vienna). According to OeAD's official guide, the 2026 figures and steps are:
- Proof of funds (documented for 12 months): under 24, €722.58 per month (€8,670.96 per year); 24 and over, €1,308.39 per month. If rent exceeds €386.43 per month, the difference must be shown in addition. Accepted evidence: an Austrian bank account in the student's name, a family declaration plus income documents, a scholarship letter.
- Documents: Zulassungsbescheid (admission decision), passport, biometric photo, proof of accommodation for at least 3 months, health insurance covering all risks, apostilled and translated police clearance certificate (no older than 3 months), birth certificate.
- Fee: €218 application fee (non-refundable) plus card fees.
- Timing: the statutory decision period is 90 days (extended by a further 90 days if more documents are requested). OeAD recommends applying at least 3 and preferably 6 months in advance; April–May is ideal for the winter semester.
- Validity: 12 months; renewal requires 16 ECTS (or 8 semester hours) of academic progress per year.
- Once approved, you obtain a 4-month D visa from the embassy and collect the card in Austria.
12-Month Application Timeline (Winter 2027/28 Entry)
| Period | To do |
|---|---|
| October–December 2026 | Programme and university list; German placement test and C1 plan; YKS preference strategy aligned with the target programme |
| January–February 2027 | TU Wien application window opens (January 16); ÖSD/Goethe B2 exam; document list for apostille and translation |
| March–April 2027 | Applications for University of Vienna programmes with entrance exams (March 2–May 4); MedAT registration (medicine); FH applications |
| May–June 2027 | Apostille and sworn translation of diploma, transcript and German certificates; YKS (June) |
| June–July 2027 | University of Vienna non-EU application window (similar to June 22–August 3); TU Wien deadline July 15; VWU placement test |
| July–August 2027 | YKS placement result and ÖSYM document; Zulassungsbescheid; residence permit file and bank account; VWU registration (August 13) |
| September 2027 | Residence permit decision; D visa; dormitory contract; insurance |
| October 2027 | Entry to Austria; card collection; ÖH contribution and tuition payment; semester begins |
In this calendar the YKS in June and placement results in August are critical: the University of Vienna's August 3 non-EU deadline can fall before the placement result. In that case you need to correspond with the university in advance and submit the YKS result later as a missing document; similar coordination is needed at schools like TU Wien that accept applications until July 15. This is where consultancy makes the biggest difference.
